I was not able to duplicate the issue you are having on my TI-Nspire CX CAS Student Software version 4.5.0.1180.
Usually, if any software that cannot open a file or a document, it must not have enough privilege or access to some directories on your computer. When choosing Open Document, the software will access the directory below on default:
C:\Users\[Username]\Downloads
Make sure you enable read and write permission to the above directory for your TI-Nspire CX CAS Student Software.
